Dr. Pamela McQueer, crowned Mrs. District of Columbia United States 2026, is an unstoppable force who has redefined the future of sports safety, female empowerment, and legacy innovation. Known nationwide as 'The Lady Legend™', she is a trailblazing inventor, fearless entrepreneur, devoted mother of five, and a powerful advocate for women and girls in sports.
With over 20 years dedicated to women's athletic safety, Dr. McQueer made history by inventing the first and only female-specific football shoulder pad, the Zena Pad™. She later broke global ground again with the patented Bionic Bra™ — the world’s first true chest protection system engineered for female athletes. These landmark innovations are now sparking nationwide reform, Olympic consideration, and industry-wide recognition.

Joe Williamsen
Joe is an engineering consultant and is part of the team working on the Bionic Bra™. He is known for finding effective ways to solve complex problems. He has decades of experience in industrial design, mechanical design, technical illustration, fabrication, manufacturing materials and processes. Joe had a distinguished career, in a leadership position, as an officer in the United States Military. His friends often refer to Joe as "a walking encyclopedia", due to his vast knowledge on many subjects. He considers himself to be a lifelong learner and enjoys taking on the challenge of learning new subjects, especially when the subject is one that can help solve a new challenge.

Troy Brazell
Troy Brazell is a seasoned serial entrepreneur and the CEO of Optima Sports Group, a premier sports data and analytics company specializing in predictive performance modeling for athletes at professional, collegiate, and youth levels. With a deep focus on innovation in sports technology, Brazell has positioned Optima at the forefront of athlete development and performance optimization.
Beyond the sports arena, Brazell also holds the exclusive distribution rights for an Southern Nevada Water Authority -approved solution designed to improve functionality and drastically reduce maintenance, water, chemical, and power consumption for resorts and commercial properties—underscoring his commitment to sustainability and operational efficiency.
Brazell is currently overseeing the strategic sale of a cybersecurity company with significant intellectual property. He sits on the board of LifeActive Bio, which is developed a new way to deliver biologically active molecules to the body’s systemic circulation with its Molecular Administration Platform™ (MAP) technology. MAP is a natural lipo-surfactant microemulsion that dynamically encapsulates molecules, delivering them directly into the body.

Together, Pamela McQueer and Roman Gabriel Jr. co-owned the Southwest Michigan Jaguars women's professional football team — one of the early powerhouses helping shape the future of women's sports. He was the first NFL legend to step up publicly, to truly believe women deserved the right to
compete, to play hard, and to love the game as fiercely as he did.

Roman Gabriel III is known for his work in sports media and youth development. He is the President of the Sold Out Youth Foundation, a non-profit organization focused on equipping young people for success through drug and alcohol abstinence education and character development programs.
Pamela McQueer is an active advocate for Sold Out Youth Foundation, dedicated to Fentanyl Prevention, which is one of her platforms as Mrs. District of Columbia United Sates 2025.

In Honor of Tracey’s Place of Hope and the Power of Purpose Through Pain
Fred, a Pro Football Hall of Famer, and I, a former co-owner of a women’s professional football team with NFL legend Roman Gabriel, share more than the field—we share a mission. After learning of the tragic loss of their daughter Tracey, Fred and Angela founded Tracey’s Place of Hope, a sanctuary for young women escaping abuse. Now, as Mrs. District of Columbia United States 2025, I proudly carry their mission forward. In honor of their daughter, I’ve designed the 'Tracey Series' Bionic Bra™ to help fundTracey’s Place of Hope and offer protection—both physical and emotional—to women
everywhere.
